(TibetanReview.net, Mar26, 2017) – The 16th Tibetan Parliament in Exile concluded its third session on Mar 25 with the adoption of a nearly Rs 2.44 billion budget of the Central Tibetan Administration for the financial year Apr 2017-Mar 2018. The Speaker, Khenpo Sonam Tenphel, expressed general satisfaction with the proceedings of the parliament and called for an effective implementation of the budget to fulfil their stated aims.

During its 11-day session, the parliament also considered the recommendations of the committee constituted to reform the exile Tibetan election system constituted by the Kashag, the executive organ of the exile Tibetan administration.

When introducing the report, Sikyong Lobsang Sangay suggested that a proposal to replace the existing two-stage polling with a single poll be included for discussion. This was rejected when put to vote, prompting the Sikyong to stage a walkout, to be followed by his kalon colleagues.

The election reform report will now be discussed during the next session of the parliament.
